A new release of JEmacs is finally available, after 22 months,
as part of the latest Kawa 1.8 distribution.
See: ftp://ftp.gnu.org/pub/gnu/kawa
Unfortunately, in all that time there hasn't been a lot of work on
JEmacs. The most significant change is Christian Surlykke's
work so JEmacs no long depends on Swing, but can alternatively
use the Eclipse SWT toolkit.
I did update the JEmacs website at least:
http://jemacs.sourceforge.net/
There has been a lot of work on Kawa, which JEmacs is based on,
and of course Kawa improvements may help JEmacs. The Kawa home page
has been re-designed: http://www.gnu.org/software/kawa/
